a. (5 min) Develop and approve procedures for stakeholder ratification of By-laws Amendments:


i. Ratification of Ocean Front Walk Standing Committee
ii. Ratification of Arts Standing Committee
iii. Ratification of By-law amendment re: Resignations, Removals & Vacancies


b. (20 min) Continued review and discussion, without decision, regarding the effectiveness of existing Standing Rules, and a strategy for integrating Standing Rules with the By-laws. This discussion would include the two Stewart Oscars proposals, originally submitted to the Admin Committee at its February 12, 2007 meeting and subsequently at its March 12, 2007 meeting, which have been referred by the Admin Committee to the REC; the two proposals are: (i) A standing rule that all agenda item supporting documents be submitted 5 days prior to the meeting, and (ii) All committees be given 1 minute for a written or verbal report at board meetings.


In this context, the chair would like to consider the creation/appointment of a Task Force to: (i) Review all existing/proposed Standing Rules, including the recommendations of Board Members at the January 20 retreat (transcript available); and (ii) Prepare and propose an integrated set of Standing Rules for REC review and recommendation to the Board.


c. (60 min) Continued consideration and discussion, without decision, of pros and cons of alternative procedures for dealing with grievances and complaints by stakeholders.


The chair would like to consider an option that would include the following 4 elements:


(i) Automatic referral of all grievances to the City Attorney, where expertise and resources exist to research and deal with the problems presented by matters involving the interpretation of substantive, procedural, or evidentiary regulations or legislation
